Is a Aftermarket bumper considered a bumper?

I know that question can be decieving, But my bumper is gone on my car ( bought a project) could i use a body kit and not worry about it? ( Would i need a reinforcing bar? ) Or is there something im missing... a stock bumper embly isnt exactly cheap.
